Troy City Clerk and FOIA Requests

The Troy City Clerk's Office is the hub for local government records. The clerk handles FOIA requests, maintains city council meeting minutes, processes business licenses, and provides notary services. The office is at 500 West Big Beaver Road, Troy, MI 48084. The city clerk also serves as the FOIA Coordinator for Troy. Under MCL 15.231, you have the right to request records from the city. Include "FOIA" in the subject line when emailing. Requests sent by email or fax are counted as received the following business day. The city must respond within 5 business days. A 10-business day extension is possible for large or complex requests.

FOIA fees in Troy are $0.10 per page for standard copies. Labor is charged in 15-minute increments at the rate of the lowest-paid capable staff member, plus up to 50% for fringe benefits. If the estimated cost exceeds $50, the city can ask for a deposit first. Indigent requesters can have the first $20 waived with a written affidavit. Appeals go to the City Manager within 180 days of a denial.

Troy has its own district court. The 52-4 District Court serves Troy and Clawson. It is located at 520 W. Big Beaver Road, Troy, MI 48084, phone (248) 524-3561. The court handles civil cases up to $25,000, small claims up to $6,000, misdemeanors, traffic violations, and landlord-tenant disputes. Felony cases start here as preliminary examinations but transfer to the 6th Circuit Court in Pontiac.

To search court records for Troy cases online, use the Michigan Courts statewide portal at micourt.courts.michigan.gov. Select "Oakland Troy" from the court dropdown. Troy Police Department records are available through a FOIA request. The Records Section is at the same address as City Hall: 500 West Big Beaver Road. Traffic crash reports work differently. Troy participates in CLEMIS, the Citizen Law Enforcement Management Information System. Crash reports are often available online through CLEMIS using information from your crash slip. You can also request them directly from the Records Section.

The clerk's office is the right starting point for most document requests in Troy. They maintain agendas, minutes, business license records, and all other city-generated documents.
