Muskegon County Circuit Court Records
Circuit court records for Muskegon County are part of the 14th Judicial Circuit. This court handles felony criminal cases, civil cases over $25,000, and family law matters including divorce. Court records from this court are public unless sealed by a judge.

Document copies cost $1.00 per page. The public counter at the Register of Deeds closes at 4:30 PM, though the office itself stays open until 5:00 PM. Criminal History and Inmate Public Records
Michigan State Police maintain the statewide criminal history database for all 83 counties, including Muskegon. The Internet Criminal History Access Tool (ICHAT) at apps.michigan.gov/ICHAT lets you search felony convictions and serious misdemeanor records. Each search costs $10. Results cover arrests and convictions reported by Muskegon County and every other Michigan county.

Vital Records in Muskegon County
Birth, death, and marriage certificates for events that occurred in Muskegon County can be obtained from the County Clerk at 990 Terrace Street. The office is open Monday through Friday from 8:30 AM to 5:00 PM, but vital records requests are accepted until 4:30 PM.
The county clerk charges $15 for the first copy of a birth certificate and $5 for each additional copy of the same record. Records are available going back to 1867. Divorce records are also maintained at the county level. If you need a record from a different county or want a state-certified copy, you can order through the Michigan Department of Health and Human Services. MDHHS charges $34 for the first certified copy and $16 for each additional copy. Orders can be placed at michigan.gov/mdhhs or through VitalChek.
Birth records less than 100 years old are restricted. You must show you are the person named on the record, a parent, legal guardian, legal representative, or heir. Bring valid photo ID when requesting records in person.
FOIA and Public Records Requests
Michigan's Freedom of Information Act, codified at MCL 15.231 et seq., gives the public the right to request records from any Muskegon County government office. This covers the county clerk, sheriff, courts, and all county departments. Each department has a designated FOIA coordinator who handles requests.
Written FOIA requests must be responded to within 5 business days. The agency can extend this by up to 10 more business days if needed. Fees are capped based on the state minimum wage formula for labor costs, plus actual copying costs. If you have low income or receive public assistance, you can ask for a fee waiver.
Submit your request in writing by mail, email, or in person to the office that holds the record. Be specific about the documents you want. Include the date range, type of record, and any names or case numbers you have. Vague requests take longer and cost more.
